VSCA: Obs Variance Factor

This record specifies a factor for scaling input observation variances. All observations following this record (any number of VSCA records may be used) will have their otherwise specified (in the text input file) variances scaled by this factor.

The format of the VSCA record is as follows:

Columns 002-005: VSCA
Columns 007-022: Factor for observation variances
